OpenAI’s October 9 Dots announcement says people can now create a dot in the ChatGPT app on iOS and Android. Its weekly update also describes naming the agent, customizing its appearance and connecting plugins from a phone. This is a specific onboarding change, separate from simply messaging an agent that was already created elsewhere.

There is a documentation mismatch: the getting-started help page checked on October 10 still says initial creation requires desktop. The newer dated announcement supports the mobile feature, but these public sources do not establish that every eligible account already has it. The contradiction should be visible rather than silently resolved into a universal availability claim.

Editorial take: Mobile setup lowers the practical barrier for someone whose personal administration happens on a phone. For now, the sensible test is whether the creation flow appears in the account being used. If it does not, desktop remains the documented fallback; the discrepancy alone is not proof of a broken account.
